¶ 01 Bismillahir Rahmanir Rahim.

¶ 02 Hon. Presiding Member, based on the recent G.C.E. (A/L) results, I congratulate: - Royal College student Karunaratne, Island First in Bio Science; - Kilinochchi Maha Vidyalaya student Thevendran Thirukumaran, Island First in Mathematics; - Kattankudy Central College student Subaideen Mohamed Farhan, Island First in Commerce; - Wayamba Royal College student Achintha Rathnayake, Island First in Arts; - Veyangoda Bandaranayake Central College student Ishani Manodha, Island First in Biosystems Technology; - Mullaitivu District’s Muslim student 11. Nidha Fathima, selected to the Medical Faculty; and the 175,527 students islandwide who qualified for university.

¶ 03 The Thirukovil Education Zone secured 1st place in the district and 3rd in the Eastern Province; the Eastern Province placed 4th provincially with a 66.32 percent pass rate. I thank all students, parents, principals, teachers, tutors, Zonal and Divisional Directors of Education, the Provincial Director, and all who contributed.

¶ 04 In my Pottuvil Divisional Secretariat Division, around 7,000 acres of paddy have been cultivated amid a larger district-wide effort. About 15,000 MT of urea are needed; so far only 800 MT have been provided. The Government should urgently supply urea, as well as pesticides and fungicides. If the Radella Scheme anicut is established and the tank deepened, about 1,300 acres can be cultivated, and two seasons can be cultivated on about 1,000 acres in the Kiran Kovil area. I request urgent action to deepen the tank under the Radella Scheme to enable cultivation on about 1,428 acres efficiently.

¶ 05 For Sammanthurai Zone’s Varipathanchenai Al-Ameen Maha Vidyalaya, the Government should provide a science laboratory and an assembly hall. Though funds were allocated by a previous Government in 2019, work did not proceed. I record my thanks to the area’s Assistant Divisional Secretary, Mr. Aashiq.

¶ 06 I also extend congratulations to Pottuvil students who achieved in Commerce and Arts at A/L—Ms. Fathima Sahra, J. Rammika, Bazeer Ihzana, Maizoor Sanaz, Subuhan Fathima Sana, K. Nilaxy, K. Sabeezan, R. Tharmika, M.R. Sarafath Murthuja, S. Sareez Mohamed, and Ashraff Aathil Ahamed—on behalf of the people. Further, W.B. Keeth Mihiranka of Pottuvil’s Singapur village has been selected to the Medical Faculty; though a student of Bandarawela National School, I extend congratulations on behalf of Pottuvil residents.

¶ 07 Please also allow me a brief addition. In Kalmunai’s “Old Kachcheri,” the 1000 Pillar Mandapam houses CEB, SLTB, Inland Revenue, Labour Office, Land Registry, Coconut Development Board, NHDA and other State institutions. The very old structure is at risk of collapse. The Government should immediately repair it and establish a public toilet complex. Along the coastal belt—Pottuvil, Arugam Bay, Hidayapuram, Thirukovil, Maruthamunai, Nintavur, Kalmunai, Sainthamaruthu, Attapalam, Karaithivu, and Maligakadu—the Coast Conservation Department should urgently place geo-bags to prevent sea erosion.

¶ 08 Lastly, I thank Pottuvil’s intellectuals and community leaders—including M.L.M. Muthalib, M.I.M. Sameen, M.M.A. Gafour, A.L. Lafeer, M.L.M. Jawath, A.K. Mohamed Lebbei, Nafeeza Cawer, S.
