¶ 01 Hon. Minister, my second supplementary question, though not directly about gas and fuel, I believe you, as a prudent Minister, can answer. You are proceeding with reforms via amendments to the Sri Lanka Electricity Act. Our stance is that reforms are necessary. In the past, when any government tried reforms, first to protest was your Mr. Jayalal; he did well as Mayor of Kaduwela but always tried to break up the CEB. From your experience, you understand this. The next issue: you have appointed as Director-General of the Reforms Office someone who worked not even as a contractor to the CEB but as a sub-contractor. I myself was a CEB contractor from 2000 to 2013. Now this person writes beyond the Minister and Chairman to JICA, to the World Bank, making all decisions, framing reforms—this is Mr. Pubudu Niroshan, who worked as a sub-contractor. Hon. Minister, have you vested a single individual with the power to carry out CEB reforms according to his needs, views and preferences? Do you approve that, or is there a broader work plan entrusted to an appropriate team?
