¶ 01 Hon. Speaker, we do not need to turn this into a debate. What we need is to know the Government’s position on the matter raised by Hon. Dayasiri Jayasekara.

¶ 02 Specifically, at the Party Leaders’ meeting we agreed—considering it a necessity—to proceed with the Vote on Account and the Supplementary Estimate. Standing Order 138 has been used to suspend the Standing Orders to bring it. Under Standing Order 27(3) it must be included in the Order Book and lie for five days before coming to the Order Paper, but under Standing Order 138 you have moved to suspend those words of Standing Order 27 to proceed.

¶ 03 Under Article 150(2) of the Constitution, there is room to present a Vote on Account. As it has not gone before the Committee on Public Finance under Standing Order 121(2), you have suspended Order 27 to bring it. Further, since the point raised by Hon. Dayasiri Jayasekara is important, if the Government clarifies its position to him, the issue will be resolved. Hon. Dayasiri, is that what you want?
