¶ 01 Hon. Speaker, first I thank Hon. Mano Ganesan for bringing this motion. As stated, the Norwood Divisional Secretariat was set up based on population and service needs, first as a sub-office in 2019 and fully operational as a Divisional Secretariat in 2023. The issue arose as follows: the current premises reportedly has about 1,500 square feet, with around 110 officers—field and internal staff—serving approximately 250,000 people across a large area bordering Ratnapura on one side and Hatton town on the other.

¶ 02 Due to the large footfall, requests have come from officials and the public, including letters, stating that until adequate facilities are provided in a proper building, the office should be temporarily moved to another building. Accordingly, on 30th January, a proposal was presented to the District Coordinating Committee. The identified location is a building associated with the railway station. Thus, this matter has only reached the stage of a proposal. If needed, we can table the related report.

¶ 03 There are genuine challenges: long distances, higher transport costs for the public, and a large population. Officials report that during rainy periods people wait outside in open spaces to receive services. Hence, requests from both sides have led to this proposal. However, we must emphasize: this is a temporary proposal. Our Hon. Minister of Public Administration, Provincial Councils and Local Government will address the technical aspects and how best to locate the office. This is not a fixed decision; it is based on requests from the public and officers. That is the key point I wish to record. Thank you.
