¶ 01 MINISTER OF FINANCE APPOINTED IN SEPTEMBER, 2015: OFFICIAL VEHICLES (Q. No. 1591/2025)

¶ 02 (a) (i) In accordance with the provisions of Circular No. CA/1/17/1 of the Secretary to the President and Public Expenditure Management Circular dated 14.05.2010, the Minister of Finance, who was appointed from September 2015, was provided with three official vehicles by the Ministry of Finance for the Minister’s use and security purposes.

¶ 04 (iii) There were situations where other vehicles were temporarily assigned to replace the above vehicles due to emergency repairs.

¶ 05 (b) (i) Once the Minister assumes office and joins the Ministry, appropriate vehicles will be assigned to the Minister in accordance with Circular No. CA/1/17/1 of the Secretary to the President and Public Expenditure Management Circular dated 14.05.2010. The vehicles mentioned in the Answer for Question a(ii) have been assigned in relation to the above period.

¶ 06 (ii) As per Circular No. CA/1/17/1 of the Secretary to the President and Section 4 of the Public Expenditure Management Circular dated 14.05.2010, a monthly fuel allowance of 600 litres for a petrol vehicle and 500 litres for a diesel vehicle assigned to the Hon. Minister had been provided.

¶ 07 (iii) As per Circular No. CA/1/17/1 of the Secretary to the President and Public Expenditure Management Circular dated 14.05.2010, the quantity of fuel in litres as the monthly fuel allowance had been paid based on the prevailing fuel price for the respective vehicles.

¶ 09 MINISTER OF NATIONAL POLICIES AND ECONOMIC AFFAIRS APPOINTED IN SEPTEMBER, 2015: OFFICIAL VEHICLES (Q. No. 1611/2025)

¶ 10 (a) (i) The Ministry of National Policies and Economic Affairs had been established since September, 2015 as a separate Ministry, but after the new Government assumed office in 2019, that Ministry was abolished. A certain number of the files used by that Ministry at that time had been handed over to the Ministry of Finance, and it is currently difficult to find this information from the files examined so far. Among those files, the personal files, accounting-related documents and records that must be preserved securely are being properly maintained by the Ministry of Finance, while the other residual documents and files had been duly disposed of through the formal record-disposal procedure. It has not been possible to verify information regarding the vehicles provided to the Minister by the said Ministry, as this information could not be found among the files handed over to our Ministry.
