¶ 01 Hon. Speaker, I present the Report of the Committee on Public Finance on the Order under Section 22 of the Foreign Exchange Act, No. 12 of 2017 (published in Gazette Extraordinary No. 2467/67 of 18th December, 2025), which was referred to the said Committee.

¶ 02 Ordered to lie upon the Table.

¶ 03 Hon. Speaker, I have a question for the Hon. Prime Minister. She just tabled a Gazette carrying Regulations made under the Colombo Port City Economic Commission Act.

¶ 04 I do not understand why it was not referred to the Committee on Public Finance because it is that Committee which, from day one, has been liaising with the Colombo Port City because there are multiple finance-related issues that arise from the Act and Regulations made relating to the Port City, Sir. Therefore, it should have been referred to the Committee on Public Finance.

¶ 05 It is not under the discretion of that Committee, Hon. Prime Minister, if I am not mistaken. You cannot refer it to the Ministerial Consultative Committee; it has to come to the Committee on Public Finance. That is the practice.

¶ 06 That is the practice, Hon. Prime Minister.

¶ 07 You have presented such gazettes in the past also. Always, it comes to the Committee on Public Finance. Thank you.
