¶ 01 Madam Presiding Member, on behalf of the Minister of Finance, I move the following amendment to be presented at the Committee Stage of the 2026 Appropriation Bill:

¶ 02 “On page 30, after line 14, insert a new ‘Ministry of Ports and Civil Aviation’ with the following items:

¶ 03 ‘Ministry of Ports and Civil Aviation Recurrent Rs. 617,000,000 Capital Rs. 3,511,000,000

¶ 04 Head 176 - Minister of Ports and Civil Aviation Programme 01 Operational Programme Rs. 414,000,000 Recurrent; Rs. 19,000,000 Capital Programme 02 Development Programme - Rs. 3,420,000,000 Capital

¶ 05 Head 336 - Office of the Registrar of Merchant Shipping Programme 02 Development Programme Rs. 203,000,000 Recurrent; Rs. 72,000,000 Capital.’”

¶ 06 (The purpose of this amendment is: - To create a new Expenditure Head No. 176 - Minister of Ports and Civil Aviation, pursuant to Extraordinary Gazette No. 2458/65 of 18.10.2025, and to transfer from Head 117 - Minister of Transport, Highways, Mass Transit and Civil Aviation the Recurrent allocation of Rs. 325,000,000 and Capital allocation of Rs. 3,431,000,000 to Head 176 - Minister of Ports and Civil Aviation; - To transfer from Head 240 - Department of National Budget, pursuant to the same Gazette, Recurrent allocation of Rs. 89,000,000 and Capital allocation of Rs. 8,000,000 to the Ministry of Ports and Civil Aviation; - To provide under the newly created Head 176 - Minister of Ports and Civil Aviation, Programme 01 - Operational Programme, Recurrent Rs. 414,000,000 and Capital Rs. 19,000,000; and under Programme 02 - Development Programme, Capital Rs. 3,420,000,000; - And, pursuant to the same Gazette, to bring under Head 336 - Office of the Registrar of Merchant Shipping, Recurrent Rs. 203,000,000 and Capital Rs. 72,000,000 under the Ministry of Ports and Civil Aviation.)
