¶ 01 Hon. Deputy Speaker, though we debate the Samurdhi (Amendment) Bill, I seek to revisit an issue I raised in the Committee Stage of the last Budget and have also submitted in writing to the Minister, yet no action has been taken.

¶ 02 On 01.09.1997, 14 Grade II Samurdhi Development Officers were appointed in Paruthithurai DS Division. On 16.01.2004, they were transferred to Maruthankerny DS Division. In 2006, two years later, the interview for promotion to Grade I was held. All 14 faced the interview and obtained sufficient marks. However, their promotions were not announced. The Ministry later said that results had not been received from the Divisional Secretariat, and therefore promotions could not be granted.

¶ 03 After that 2006 opportunity, only in 2012 did they get another chance to face the interview for Grade I; they passed and were promoted effective 2012. Because of administrative lapses—either at the Ministry or Maruthankerny DS Division—these 14 lost six years of seniority and benefits. We accept there were wartime disruptions in 2006; nonetheless, not releasing results and denying due promotions is unjust and economically harmful.

¶ 04 I table the details and will give a copy to the Hon. Minister. I urge that these 14 officers be granted backdated promotions to Grade I with effect from 2006. Today, they are junior to their batch-mates. This must be rectified urgently.
