¶ 01 Hon. Speaker, I seek an urgent explanation from the Prime Minister under Standing Order 27(2) on a matter of grave national importance affecting sovereignty, foreign policy credibility, international standing and Parliamentary oversight, as reported in The Island of 29 December 2025.

¶ 02 The UK has imposed unilateral travel bans and asset freezes on several Sri Lankan nationals, including former senior military officers, outside any UN Security Council mandate, international judicial determination or bilateral legal process. The Government itself termed these unilateral and appointed a ministerial committee, but no clear Cabinet decision, policy position or disclosure to Parliament has followed.

¶ 03 I seek clarification on: 1. Affirmation of Sri Lanka as a plural democracy post-defeat of terrorism. 2. Status of the committee’s report, date submitted to Cabinet, resulting decisions, and why Parliament was not informed. 3. Legal, diplomatic, multilateral options considered; which accepted/rejected with reasons. 4. Cabinet assessment of implications on sovereignty, civil-military relations, institutional integrity. 5. Representations to the UK and outcomes. 6. Evaluation of precedent for extra-territorial measures without due process and safeguards now in place. 7. Definitive foreign policy position and forward strategy regarding unilateral sanctions outside recognized legal frameworks.

¶ 04 Finally, should we not reaffirm loyalty to our armed forces and Police and acknowledge their service and sacrifice?
