¶ 01 Motion under Article 150(2) of the Constitution of the Democratic Socialist Republic of Sri Lanka, for the submission of Vote on Account under Section 23(1) of the Public Finance Management Act, No. 44 of 2024, for the period commencing on January 01, 2025 and ending on the day immediately preceding the date on which the Appropriation Act for the financial year 2025 comes into operation, or on April 30, 2025, whichever occurs first, as follows:

¶ 02 (a) A sum not exceeding Rs. 1,402,886,263,000 to be paid out of the Consolidated Fund of the Democratic Socialist Republic of Sri Lanka for the services specified in the First Schedule to this Resolution (being services for which provision for expenditure has been made by the Appropriation Act, No. 34 of 2023 and by Supplementary Estimates), and the said sums may be expended in the manner set out in that Schedule during the aforesaid period; and

¶ 03 (b) A sum not exceeding Rs. 4,197,113,737,000 to be paid out of the Consolidated Fund of the Democratic Socialist Republic of Sri Lanka for the services specified in the Second Schedule to this Resolution (being expenditure for requirements authorized by law to be charged on the Consolidated Fund), and the said sums may be expended in the manner set out in that Schedule during the aforesaid period; and

¶ 04 (c) Sums in the aggregate not exceeding Rs. 5,000,000,000 to be paid as advances from the Consolidated Fund of the Democratic Socialist Republic of Sri Lanka for the services specified in Column I of the Third Schedule to this Resolution during the aforesaid period; provided that, in respect of any such services, the outstanding balances recorded in Column II of that Schedule shall not exceed the specified maximum limits; and

¶ 05 (2) Sums in the aggregate not exceeding Rs. 4,000,000,000,000 to be raised as loans, in or outside Sri Lanka, for and on behalf of the Government in accordance with applicable law, with the details of the said loans and the arrangements made for expenditure under the Schedules to this Resolution to be included in the Final Budget Position Report required to be placed before Parliament under Section 50(2)(e) and Section 51(2)(e) of the Public Finance Management Act, No. 44 of 2024; and

¶ 06 Further, any moneys allocated under the expenditure Head No. 240 – “Department of National Budget” in the First Schedule to this Resolution, under the Programme “Development Activities”, may be re-allocated, in accordance with the guidelines specified in the Fourth Schedule to this Resolution, by General Warrant of the Secretary to the Treasury or, on his authority, by the Deputy Secretary to the Treasury or the Director General of the Department of National Budget. Such allocations may also be transferred, in accordance with the prescribed guidelines, by order of the Secretary to the Treasury or, on his authority, by a Deputy Secretary to the Treasury or by an Additional Director General of the Department of National Budget, to any other Programme under any other Head in the Schedule. Any such transfer shall be deemed to be a Supplementary Provision and a report containing the reasons for such transfer and the amount so transferred shall be submitted to Parliament within two months from the date of such transfer.

¶ 07 This Parliament so resolves under Article 150(2) of the Constitution.
