¶ 01 Hon. Speaker, the answers are as follows:

¶ 02 (a) (i) Yes. (ii) 207 complaints in total: 203 to Gampaha Police Station and 4 to the Financial Crimes Investigation Division (FCID). (iii) Dates of receipt, complaint counts and brief progress are provided in detailed tables (acknowledged here). Numerous complaints from 2019–2020 concern non-repayment of deposits. In several instances, parties were summoned and settlements reached; in others, advice was given to pursue civil action. Some matters became sub judice due to Appeal Court case No. CA/WRT/59/20 filed by the Sanasa Depositors’ Association, where an interim order regarding disposal of movable/immovable property was issued; the current Board has stated it will act per the final judgment. (iv) As tabulated: at Gampaha Police, many were mediated or advised toward civil action; copies of complaints were issued for court filing. At FCID: - 2019.08.02: Alleged large-scale fraud by the Board of Gampaha District Sanasa Society—referred for Attorney-General’s advice on 2023.10.24 (No. 6081/305/2023); advice pending. - 2019.11.23: Multiple cases on Gampaha Sanasa City Bank; consolidated guidance sought due to complexity and scale (1,233 depositors; approx. Rs. 720 million). References to A-G on 2019.12.27, 2021.11.24 and 2024.04.05 (CR1/240/2019). - 2020.02.26: Medagampitiya Sanasa Society deposit fraud—sent for A-G advice (CR1/270/2023; 2023.09.15); further investigations ongoing per advice. - 2020.02.25: Henarathgoda Sanasa Society alleged large-scale fraud and misappropriation—Magistrate’s Court directions obtained to expedite and conclude investigations and submit to A-G. (v) Yes. At Gampaha Police: two complaints in Jan 2020 regarding financial/structural disputes—one mediated to settlement; in the other, parties were advised to file a civil case. At FCID: A major complaint (FCID 43/2019) alleges that Gampaha Development Company (Pvt.) Ltd. (GDC), at SANASA Square, Court Road, Gampaha, collected approximately Rs. 1,129,648,528 from buyers for shop units at a complex on Mary Beasant Mawatha, Gampaha, but failed to convey title. Investigations are underway under Gampaha Magistrate’s Court Case No. B 2378/21. Statements from purchasers and GDC directors have been recorded; preliminary findings include incomplete construction, lack of required compliance and management certificates, mortgaging of portions of land to financial institutions to raise approx. Rs. 520 million, and sales of units before completion/legal conveyance. Further investigations are in progress. (vi) As above.
