¶ 01 Hon. Speaker, my Question to the Hon. Prime Minister is as follows:

¶ 02 It has been revealed that funds credited to the “Rebuilding Sri Lanka” account have not yet been spent.

¶ 03 01. Is it known that those affected by Cyclone “Michaung” have not received adequate relief?

¶ 04 02. Under Section 11(1) of the Disaster Management Act, a disaster situation in the country is declared by the President. Does the Hon. Prime Minister accept the legality of the Gazette notification issued by the Secretary of Defence?

¶ 05 03. When an Emergency Fund can be established under Section 17 of the Disaster Management Act, why was a fund under the name “Rebuilding Sri Lanka” established?

¶ 06 04. Who are the members of the “Rebuilding Sri Lanka” Fund? What progress has been made in the discharge of their duties?

¶ 07 05. At the Committee on Public Finance it was revealed that there is no fund legally named “Rebuilding Sri Lanka.” Why were donations accepted to a fund not legally established even seven months after the disaster?

¶ 08 06. What is the amount received to date under the said fund name, and has it been retained in the Treasury without being spent?

¶ 09 07. The General Secretary of a recognized political party stated that funds allocated for Provincial Council elections were used for disaster relief. Is this accepted, and if so, what amount was so spent?

¶ 10 I included “General Secretary of a recognized political party” here because, Hon. Speaker, when I earlier specified “General Secretary of the Janatha Vimukthi Peramuna,” it was rejected and returned; therefore I have reframed it accordingly.
