¶ 01 The answer is as follows.

¶ 02 (a) (i) As per the report of the Water Supply Division, coverage is as follows: - Kakkachchiwattai: ~60% covered via Madakalapuwa-Mandur Water Supply Scheme. - Vilanthottam: less than 40% covered via Ampara-Konagolle Water Supply Scheme. - Dikkodai and Thumpankeni: [part of the above coverage mix]. - Tharmapuram–Kirankulam: No drinking water facilities provided.

¶ 03 (ii) Steps to provide facilities: - To satisfactorily cover Kakkachchiwattai, Vilanthottam, Dikkodai and Thumpankeni, an additional transmission main from the Vadayantalawa storage tank up to the required reach will be laid to augment flows from the Vadayantalawa tank (Himudurawa intake) to Mandur. - Under the Mandur Water Supply Scheme, a new storage tank with a pump house at Vellaveli is planned to supply the entire Porativu Pattu DS Division. - Distribution extensions from the proposed tank to higher elevations have been identified under the integrated plan and are at planning stage. - For Tharmapuram–Kirankulam (Manmunai Pattu), a 2.5 km pipeline extension is required; this has been included in the 2025 CEDE (Capacity Enhancement & Distribution Expansion) budget for funding. - As per departmental policy, the National Community Water Supply Department intervenes only where NWS&DB does not provide coverage; therefore, no separate new projects are planned by the Department where NWS&DB schemes apply.
