¶ 01 Hon. Members, following the recent devastating natural disaster—the most severe since the 2004 tsunami—our nation, as one Sri Lankan people, is striving to rise together. In discharging Parliament’s constitutional duties over public finance, we have successfully concluded the Budget Debate on the Appropriation Bill for 2026 after 21 days of deliberations.

¶ 02 First, on behalf of the Parliament of Sri Lanka, I wish to express our heartfelt condolences to all families who lost loved ones and to wish a speedy recovery to the injured.

¶ 03 While keeping ourselves constantly updated on emerging national challenges and seeking solutions, you—both Government and Opposition—demonstrated exemplary cooperation by contributing constructive ideas and practical proposals during the Budget Debate, mindful of Parliament’s oversight responsibilities over public finance.

¶ 04 We must lay the foundation for a sustainable and trusted future through financial supervision, proper utilization, and accountability. I extend my sincere appreciation to all Members for fulfilling your mandates amidst many difficulties.

¶ 05 I thank the President for participating in the debate on three occasions despite his busy schedule; the Hon. Prime Minister; the Leader of the House; the Chief Government Whip; Ministers—especially the Minister of Labour and the State Minister of Finance and Treasury—and all State Ministers; the Leader of the Opposition and the Chief Opposition Whip; and all Members and their staff.

¶ 06 I also thank the Deputy Speaker, the Deputy Chairperson of Committees, members of the Panel of Chairs, and all Members who presided over sittings.

¶ 07 I express my gratitude to the Secretary-General of Parliament, the Deputy Secretary-General, the Assistant Secretary-General, and all Departmental Heads and staff of Parliament, whose tireless dedication extended beyond regular hours throughout the debate.

¶ 08 I appreciate the support of the Hon. Attorney-General, the Legal Draftsman, and their officials for legal and constitutional guidance.
