¶ 01 Hon. Speaker, the facts raised are correct.

¶ 02 The land at Pallimunai in the Mannar Divisional Secretariat is currently used by the Navy. During the conflict it was long used for naval security duties. The owners are fisherfolk; we understand and have considered this. On 17 June, at the Advisory Committee of the Ministry of Defence chaired by the President, this was discussed at length. There are eight buildings there. A radar unit (under a naval sub-division) operates coastal surveillance and interdiction duties from this site, supporting national security, including deterring illegal activities. Given the illegal activities in the area, the Navy’s role is vital.

¶ 03 Following a court decision, the Ministry of Agriculture, Livestock, Lands and Irrigation has informed the Mannar Divisional Secretary to hand over the land to the Ministry of Defence for due process. A valuation report has been obtained; the Department of National Budget has been informed. A valuation of Rs. 151.5 million has been proposed as compensation to owners (submitted on 16 October 2024). The location is of strategic national security importance. Therefore, implementing the court-sanctioned settlement—paying approved, fair compensation to proven owners and acquiring the land for the Ministry of Defence for naval operations—is a national security necessity. The Divisional Secretary is taking necessary steps. We are mindful of local livelihoods and, in consultation with the Divisional Secretary, will look at providing land in suitable nearby areas where possible.
