Bimal Rathnayake provided a written answer listing Sri Lanka’s major ports and stating that income and expenditure figures from 2015 to 2024 are given in an annex. He outlined current development plans, including investment for Colombo West Container Terminal II, preparatory work for Colombo North Port, efforts to complete at least 50 per cent of the East Container Terminal this year, and logistics or industrial development plans for Trincomalee and Kankesanthurai. He said Galle Port’s proposed investment-model development is not being broadly implemented due to environmental and social issues, and that large-scale commercial development of Kankesanthurai is not being pursued because feasibility studies did not support it.

¶ 05 (iii) Development measures:

¶ 06 Colombo Port - To meet Colombo Port demand, Sri Lanka Ports Authority (SLPA) is proceeding to develop the West Container Terminal II, targeted for commissioning by 2032. We have decided to call for investments for this. - The feasibility study for Colombo North Port has been completed. Preparing basic technical and feasibility study reports will take approximately two years; steps are being taken to commence this process. - For the ongoing East Container Terminal, we are implementing works to complete at least 50 percent within this year.

¶ 07 Galle Port - SLPA has prepared a development plan under an investment model, but it is not a comprehensive plan and there are significant environmental and social issues; therefore, it is not being implemented broadly at present.

¶ 08 Trincomalee Port - A work programme has been prepared for logistics and allied industrial development utilizing the extensive adjoining land area.

¶ 09 Kankesanthurai Port - Construction of the jetty is underway. Feasibility studies did not support development as a commercial port. Dredging and other rehabilitation are required; thus, a large-scale development project is not being pursued. On the request of the Board of Investment, we are linking Kankesanthurai Port with the proposed cement-related industrial zone to develop a logistics hub.

¶ 10 (b) Does not arise.
