The Hon. Bimal Rathnayake - Minister of Transport, Highways and Urban Development and the Leader of the House of Parliament

¶ 01 Hon. Speaker, on behalf of the Prime Minister and Minister of Education, Higher Education and Vocational Education, I present the following reports, financial statements, operations, orders and regulations:

¶ 02 (i) Report on the deviation of headline inflation from the target specified in the Monetary Policy Framework of the Central Bank of Sri Lanka for the 3rd and 4th quarters of 2025;

¶ 03 (ii) Financial Statements and Operations of the Central Bank of Sri Lanka for the year 2025;

¶ 04 (iii) Order made by the Minister of Finance, Economic Stabilization and National Policies under Section 5 of the Stamp Duty (Special Provisions) Act, No. 12 of 2006, published in Gazette Extraordinary No. 2477/22 dated 24.02.2026;

¶ 05 (iv) Regulation made by the Minister of Finance, Economic Stabilization and National Policies under Section 3(3) of the Ports and Airports Development Levy Act, No. 18 of 2011, published in Gazette Extraordinary No. 2478/05 dated 03.03.2026;

¶ 06 (v) Regulation (as amended) made by the Minister of Finance, Economic Stabilization and National Policies under Section 3 of the Excise (Special Provisions) Act, No. 13 of 1989, published in Gazette Extraordinary No. 2478/06 dated 03.03.2026; and

¶ 07 (vi) Regulation made by the Minister of Finance, Economic Stabilization and National Policies under Section 2A of the Value Added Tax Act, No. 14 of 2002, published in Gazette Extraordinary No. 2478/07 dated 03.03.2026.

¶ 08 I move that these Reports, Financial Statements and Operations, the Order and the Regulations be referred to the Committee on Public Finance.

Speaker, on behalf of the Prime Minister and Minister of Education, Higher Education and Vocational Education, I present, under Standing Order 119(4), the Report on observations and actions taken with regard to matters pertaining to the Colombo Municipal Council, as referred to in the Report presented to Parliament by the Committee on Public Accounts.

¶ 11 I move that this Report be referred to the Committee on Public Accounts.
