¶ 01 Hon. Speaker, my second supplementary question is this.

¶ 02 My proposal regarding decentralized funds, Hon. Minister, is that you inform the District Secretaries. That is my request to you in this House. As of now, the relevant District Secretaries are unaware of the new circular. So I repeat: please inform the District Secretaries accordingly. For Opposition MPs, this is the main route to go among the people. Through decentralized funds we can serve the people. Last year too, you did not give us decentralized funds. Such a thing has never happened in the history of this Parliament. We fulfilled needs of every registered institution including voluntary organizations using decentralized funds earlier. You introduced a new method requiring proposals with a minimum of Rs. 500,000, which is fine. On the proposal of our Hon. Leader of the Opposition, the Hon. President has now amended it. We must thank the Hon. Leader of the Opposition, because he proposed allowing projects of Rs. 200,000 without the Rs. 500,000 minimum, and to allocate funds to temples, preschools, and schools. Therefore, I request that you instruct District Secretaries to act according to the new circular.
