The Hon. Harshana Nanayakkara, Attorney-at-Law

¶ 01 Hon. Presiding Member, I move the following Amendments:

¶ 02 (1) On page 1, from line 13 to line 16 (both lines inclusive), delete those lines and substitute the following:

¶ 03 “Where any person, being on board a ship registered in Sri Lanka or a foreign ship, while on the high seas, manufactures any of the following dangerous drugs, namely, heroin, cocaine, morphine or opium derivatives, such person shall be guilty of an offence and, upon conviction by the High Court, shall be liable to the punishment of death or to imprisonment for life.”

¶ 04 (2) On page 2, delete lines 4 and 5 and substitute the following:

¶ 05 “possession in excess of the prescribed quantity or trafficking.”

¶ 06 (3) On page 2, from line 18 to line 21 (both lines inclusive), delete those lines and substitute the following:

¶ 07 “‘high seas’ means all waters beyond the territorial sea of Sri Lanka or of any other State, consistent with international law and without prejudice to the legal status of the Exclusive Economic Zone.”

¶ 08 Amendments put, and agreed to.
