¶ 04 Vavuniya District: - Approved cadre 230; In service 174; Vacancies 56 • Assistant Superintendent (Head Post Office): 01/01/00 • Postal Service Officer Grade I: 05 approved / 02 in service (vacancies 03) • Postal Service Officer Grade II/III: 25 approved / 20 in service (vacancies 05) • Sub Postmaster: 34 approved / 27 in service (vacancies 07) • Postal Assistant: 124 approved / 111 in service (vacancies 13) • Registered Substitutes: 42 approved / 14 in service (vacancies 28)

¶ 05 (ii) As at 31.12.2025, the approved cadre of Supervisory Management Assistants (Non-Technical/Technical) Grade II/III is 4,288. Only 2,714 are in service, with 1,574 vacancies. A competitive examination was held on 25.10.2025 to recruit 600 on a district basis. However, after examination and interviews, only about 326 qualified for appointment: 1 for Mullaitivu, 3 for Mannar and 2 for Vavuniya.

¶ 06 (iii) Mullaitivu does not have a sufficient number of Post Offices/Sub Post Offices to warrant a separate Divisional Superintendent’s Office at present. Mullaitivu has 4 Post Offices and 17 Sub Post Offices; Kilinochchi has 4 Post Offices and 36 Sub Post Offices. Both divisions are currently administered under the Vavuniya Divisional Superintendent of Post Offices.

¶ 07 (iv) As above, a separate Mullaitivu Divisional Superintendent’s Office cannot yet be established due to the number of offices.

¶ 08 (b) (i) There are no districts currently without transport facilities for mail delivery. (ii) Two vans have been provided to Vavuniya to carry mail from Vavuniya Head Post Office to Talaimannar, Vavuniya and Mullaitivu Post Offices. Additionally, the Department addressed major transport gaps by providing 10 new lorries and 20 crew cabs. Railways and the SLTB are also used for conveyance where appropriate.
