¶ 01 Hon. Deputy Speaker, as I already stated, we will bring a new Constitution. Our priorities this year include holding the Provincial Council Elections, pending for years. Only thereafter can we begin the constitutional process. Therefore, this Budget has no allocation for that. We see the urgency and intend to bring a new Constitution, but we must prioritize and ensure a democratic environment and representation, particularly in the North and East where people have had no representation for years. That is also a priority.

¶ 02 Also, I regret the language and tone used by my Hon. Colleague. We should engage civilly. I respectfully request that aspersions are not cast on Hon. Members. That is not how we should proceed. The Hon. Speaker has every right to deal with unparliamentary language, as you have done, Sir. I request you to deal with the unparliamentary words expressed on this occasion as well and not allow such language in Parliament. Thank you.
