¶ 04 The following messages have been received from His Excellency the President:

¶ 08 Hon. Speaker,

¶ 09 Acting under Article 155(4) of the Constitution, I hereby inform Parliament that, by a Proclamation made on 28 March 2026 under Section 2 of the Public Security Ordinance (Chapter 40), I have declared that the provisions of Part II of the said Ordinance shall be in operation throughout Sri Lanka with effect from 28 March 2026.

¶ 10 The reason for making the aforesaid Proclamation is to ensure the maintenance of public order and the continuity of essential supplies and services necessary for the life of the community, considering the post-disaster situation caused by Cyclone Ditwah.

¶ 16 In terms of the powers vested in me by Section 12 of the Public Security Ordinance (Chapter 40), and having considered the necessity of maintaining public peace, I have issued an Order calling out for service the members of the Armed Forces specified in the First Schedule, to maintain public order in the areas specified in the Second Schedule.

¶ 17 Accordingly, in terms of Section 2(3) read with Section 21(2) of the said Ordinance, I hereby inform Parliament of the same.
