¶ 01 Thank you. I will run a stopwatch—otherwise I cannot trust the timing.

¶ 02 Greetings. This is the month of Karthigai, and I wish to voice some pains in Tamil. We hoped this National People’s Power Government would, at least this month, release our political prisoners. Anandhasuthakaran passed away today; his family suffers without support. I beseech you—release the political prisoners if you can. Now, to the Ministry of Power and Energy’s Vote.

¶ 03 I submit a document on a scandal—the sixth such document I table. It concerns large-scale corruption and exploitation in war-affected, impoverished Kilinochchi and Poonakary. In 2024, under the Ranil Wickremesinghe Government, a solar power project agreement was entered with Sunpower Systems (Pvt) Ltd—an India-linked Sri Lankan company. Its listed principals include Mr. S. Jayantha B. Samarakoon (Chairman), Mr. C. Jayaranjan (Director), and Mr. T. Selvarajah (Director). The agreement dated 18 September 2024 has lapsed. Meanwhile, locals allege that a powerful figure (“landlord”) extracted a Rs. 70 million facilitation—Rs. 40 million to himself and Rs. 30 million to his son—over 1,200 acres. EPF/ETF non-payment led to a court order imposing Rs. 5 million per year; then the same individuals created United Solar Energy SL (Pvt) Ltd and obtained a fresh agreement. I place the agreement in the Library.

¶ 04 While ordinary families in Mullaitivu and Kilinochchi struggle even to install a modest rooftop solar, such massive tracts are bartered. I have evidence of bank deposits in India and related details and will provide them. I asked MPs of the concerned party privately; they told me to place the documents if true. I now do so. I doubt the Government will act against these operators. Recently, that party praises the President fulsomely; I therefore fear inaction even with evidence.

¶ 05 I also raise two points regarding the Muslim community. A member reportedly said publicly that a road would be built “only if the Government does it,” as if public funds were personal largesse. A video exists.

¶ 06 On Puttalam Hospital: even if not upgraded to a District General Hospital, at least make it a Teaching Hospital. Do not make false promises. I have sought approval to question the Health Minister under 27(2).

¶ 07 Some here make reckless claims—about Army-run salons in the North, for instance. I challenge such assertions. Do not peddle fabrications while people suffer. Likewise, allegations of an Rs. 80 million Benz for a Chairman—be ashamed while people who voted for you struggle.

¶ 08 To the President: you invited disclosures of corruption—here is my sixth dossier. If I am lying, tell me directly and I will leave Parliament. Otherwise, act—regardless of party.
