¶ 04 The following Message has been received by me from His Excellency the President.

¶ 09 Hon. Speaker,

¶ 10 By a Proclamation made under Section 2 of the Public Security Ordinance (Chapter 40), I have declared that Part II of the said Ordinance shall be in operation throughout Sri Lanka with effect from 28th November, 2025.

¶ 11 The reason for this Proclamation is to safeguard the normal life of the country and to maintain the supply and services essential to the life of the community, considering the situation that has arisen owing to severe adverse weather conditions prevailing at present. Acting under Article 155(4) of the Constitution, I hereby inform Parliament accordingly.

¶ 17 Hon. Speaker,

¶ 18 In terms of the powers vested in me under Section 12 of the Public Security Ordinance (Chapter 40), considering the necessity of maintaining public order, I have issued an Order calling out all the members of the Armed Forces specified in the First Schedule to maintain public order in the areas specified in the Second Schedule.

¶ 19 Accordingly, in terms of Section 2(3) read with Section 21(2) of the said Ordinance, I hereby inform Parliament thereof.

¶ 21 Leader of the House of Parliament, the Hon. Bimal Rathnayake, Minister of Transport, Highways and Urban Development, rose.

¶ 22 Hon. Members, taking into account the current severe and disastrous situation in the country, the sitting will be suspended for 30 minutes to enable a meeting of the Parliamentary Business Committee to be held at this time in order to discuss and take a decision regarding the business of the House. Accordingly, I request all Hon. Members to attend the said meeting to be held in the Committee Room.

¶ 23 Sitting accordingly suspended till 10.17 a.m. and then resumed.

¶ 24 Following the meeting of the Parliamentary Business Committee held after the commencement of today’s sitting, I wish to inform the House that it was decided to take the Heads scheduled for today to a vote at around 12.30 p.m. and thereafter to adjourn Parliament until 9.00 a.m. on 3rd December, 2025.

¶ 27 A motion has been made to refer the matters of privilege raised by Hon. (Dr.) Ramanathan Archchuna, Member of Parliament, by his letter No. 2025/G/A/68 dated 21st November, 2025, to the Committee on Ethics and Privileges.
