¶ 11 The reason for this Proclamation is to safeguard the normal life of the country and to maintain the supply and services essential to the life of the community, considering the situation that has arisen owing to severe adverse weather conditions prevailing at present. Acting under Article 155(4) of the Constitution, I hereby inform Parliament accordingly.

¶ 19 Accordingly, in terms of Section 2(3) read with Section 21(2) of the said Ordinance, I hereby inform Parliament thereof.
