¶ 01 Hon. Speaker, I thank the Government for its efforts. I wish to highlight that, in the North and East—especially Batticaloa and Ampara—the runoff from the central rains will reach the sea through our regions, so our disaster impact will peak tomorrow or the day after. While districts have funds for camps, many people refuse to evacuate due to fear of looting. We need legal clarity and measures to address theft risk so people can evacuate safely; otherwise, in sudden emergencies we cannot rescue them, and they won’t go to camps fearing theft. Also, when appointing District Secretaries, please consider experience. In Batticaloa, the current District Secretary has little experience beyond party politics and does not heed our representations. Please look into this.
