¶ 01 Your main Question was on Batticaloa, but your supplementary concerns removal of unauthorized houses in 101 Watta—Weliampitiya, Kolonnawa, Pothuwilkumbura—near the Meethotamulla garbage dump. According to our information, in 2018 a primary survey identified 140 applicants; by 2020 a relocation plan was prepared. In 2023, it was decided that 20 of them were ineligible for allocation under that project. Their appeals were considered by an Appeals Committee, which made certain recommendations. In one instance, despite eligibility for only one unit (in the name of mother and son), they continued to occupy the site aiming for two units. Other issues included inadequate documentation to prove residence and non-relatives occupying units. Based on such reasons, 20 were found ineligible in 2023—prior to our tenure. Nevertheless, we will consider these cases compassionately and provide units from available vacancies in housing schemes, prioritizing according to legal eligibility and availability. Our surveys indicate a few vacant units exist; presently, about 20 units are available.

¶ 02 Demolition is not based on an internal UDA decision alone; there is pending litigation and a court order determining that the occupants are unauthorized and ordering eviction. The UDA cannot act contrary to a court order. Subject to that, we are prepared to work with the NHDA to find humane solutions as vacancies allow.
