¶ 01 Hon. Speaker, we cannot accept that. Please give a Ruling. When there is already a Parliamentary Select Committee on Provincial Councils, how can another Parliamentary Select Committee function on the same matter? Therefore, either do not proceed today and bring it back amended as you said, or delete the part “Provincial Council Elections Act” now and pass the Motion today. The Government says it wants Provincial Council elections soon, but they have not even nominated Members to the earlier Select Committee. That Committee has to report within three months, but this Motion gives one year. Then there will be a legal issue in Parliament as to which Committee’s report is to be accepted. Hence, please decide. We cannot have two Committees simultaneously. If the “Provincial Council Elections Act” part is deleted as an amendment, we can pass the Motion today; otherwise, we will oppose it.
