¶ 01 PAPERS PRESENTED

¶ 02 On behalf of the Prime Minister and the Minister of Education, Higher Education and Vocational Education, I lay on the Table the following Reports:

¶ 03 (i) Annual Reports of the Regional Development Bank for the years 2022 and 2023; and

¶ 04 (ii) Integrated Annual Report of the National Savings Bank for the year 2024.

¶ 05 I move that these Reports be referred to the Sectoral Oversight Committee on Economic Development and International Relations.

¶ 07 On behalf of the Prime Minister and the Minister of Education, Higher Education and Vocational Education, I lay on the Table the following Reports:

¶ 08 (i) Annual Report of the Postgraduate Institute of Management of the University of Sri Jayewardenepura for the year 2023; and

¶ 09 (ii) Annual Report of the Postgraduate Institute of Medicine of the University of Colombo for the year 2024.

¶ 10 I move that these Reports be referred to the Sectoral Oversight Committee on Education, Labour and Human Resources.

¶ 12 On behalf of the Prime Minister and the Minister of Education, Higher Education and Vocational Education, I lay on the Table the following Rules and Order:

¶ 13 (i) Rules made by the Minister of Finance, Procurement and Economic Development under Section 32 read with Section 25 of the Excise Ordinance (Chapter 52) relating to excise licence fees, published on 04 October 2025; and

¶ 14 (ii) Order made by the Minister of Finance, Procurement and Economic Development under Section 22 read with Section 26 of the Finance Act, No. 11 of 2004, published in Extraordinary Gazette No. 2430/14 of 01 April 2025.

¶ 15 I move that these Rules and the said Order be referred to the Committee on Public Finance.

¶ 18 - Regulation made by the then Minister of Education, Science and Technology, with the recommendation of the University Grants Commission under Section 27(1)(a) read with Section 22 of the Universities Act, No. 16 of 1978, specifying the Faculties and Departments of Study of the Sri Palee Campus of the University of Colombo, published in Gazette Extraordinary No. 2412/35 of 29 November 2024; and

¶ 19 - Note, in terms of Section 6(1) of the Fiscal Management (Responsibility) Act, No. 3 of 2025, on the supplementary allocations made under provisions of the Development Activities Programme of the Department of National Budget, Head 240, during the period 01.09.2025 to 30.09.2025. ¶ 20 Ordered to lie upon the Table.

¶ 21 On behalf of the Committee on Public Enterprises (COPE), I lay on the Table, under Standing Order 120(4), the Report on observations and actions taken regarding matters relating to the National Gem and Jewellery Authority, contained in a Report presented to Parliament by COPE.

¶ 22 I move that this Report be referred to the Committee on Public Enterprises.

¶ 24 On behalf of the Minister of Agriculture, Livestock, Lands and Irrigation, I lay on the Table the Annual Performance Report of the Department of Animal Production and Health for the year 2024.
