¶ 01 The Hon. Member is correct regarding the scale and the remaining gaps.

¶ 02 The Greater Colombo Wastewater Management Project commenced in 2010 (loan agreement signed on 18 December 2009). ADB financing closed on 30 June 2023. As at 30.06.2023:

¶ 03 - Four main civil works contracts: • Rehabilitation of sewer networks in Modara North and Wellawatta South – completed. • Rehabilitation of 10 km of sewer lines and condition assessment of 125 km in CMC area – completed. • Upgrading of the gravity sewer network in Wanathamulla – completed. • Design, construction and rehabilitation of wastewater pumping stations within CMC limits – partially completed.

¶ 04 - Two supply contracts (e.g., mobile jetting and vacuum trucks, O&M equipment) – completed.

¶ 05 - Two consultancy contracts (design, supervision and project management) – completed.

¶ 06 The second component, the Greater Colombo Water and Wastewater Management Improvement Investment Program (loan agreements signed in 2014; implementation began in 2016; financing closed on 24 October 2022):

¶ 07 - Three main civil works: • Geotechnical investigations; 24 km of open-cut, trenchless and micro-tunneling works – completed. • Kirulapone sewer system and pumping station construction/rehabilitation – partially completed. • Wellawatta wastewater treatment facility contract – terminated by mutual understanding.

¶ 08 - One consultancy package – completed.

¶ 09 Some sections in both projects remain incomplete; therefore, further allocations are still required. Our target is to complete the outstanding works under these two projects by 31.12.2027.

¶ 10 Regarding solid waste, foundational steps are underway to address the issues highlighted, including enhanced operations and new interventions for waste management.
