¶ 01 Hon. Deputy Speaker, researcher Joel A. Barker said: “Vision without action is merely a dream. Action without vision passes the time. Vision with action can change the world.”

¶ 02 The National People’s Power has launched the mission “A Prosperous Country – A Beautiful Life” to re-orient a country that had fallen economically, socially and politically. That is our vision. We now have a clear action plan to make it reality — short, medium and long term. The first phase is the 2025 Budget.

¶ 03 Yesterday the President presented independent Sri Lanka’s 80th Budget — and the NPP’s program to transform the country. A Budget is not merely an annual income–expenditure estimate; it sets direction, maps future development and provides clarity.

¶ 04 We are gradually emerging from the deepest crisis in our history because of the policies and reforms implemented through our inaugural 2025 Budget. As estimated, we achieved our revenue targets and kept the Budget deficit at the expected level. Typically, mid-year or year-end supplementary estimates arise; in 2025, none were sought — demonstrating discipline and control.
