The Hon. Nalin Hewage - Deputy Minister of Vocational Education

¶ 01 Hon. Speaker, on behalf of the Prime Minister and Minister of Education, Higher Education and Vocational Education, I answer as follows:

¶ 02 (a) (i) and (ii) Regarding national and provincial schools, the names of officers serving on acting/covering basis as In-Service Advisers and “Resource Persons” are submitted as Annex 01 and Annex 02, based on information from Provincial Education Ministries. These are voluminous documents and have been tabled and placed in the Library. (iii) With the establishment of the In-Service Adviser (ISA) Service, officers who had long served in ISA roles under appointments by Provincial Secretaries/Provincial Directors were given the option, as at 02.01.2022, to be absorbed into the ISA Service. Absorption letters were issued to those who expressed willingness, with time granted up to 15.02.2025 to accept. Those who did not assume duties under absorption within that timeframe were to be reverted to the Teacher Service by Provincial authorities. Approval has been sought from the Department of Management Services to call for applications, via Gazette notification, for new recruitments to the ISA Service from among Teacher Service officers, and upon approval, the Gazette will be published.

¶ 03 Note: Under the ISA Service Minute, appointments are not made as “Resource Persons” since no such post exists; therefore, there is no provision to appoint or confirm officers directly as Resource Persons. The Ministry has not made appointments as Resource Persons for teaching or supervision; only acting/covering appointments have been given where necessary. Those officers may apply when recruitment to the ISA Service is called.
