¶ 01 Question No. 3 – 2002/2026 – to the Minister of Agriculture, Livestock, Land and Irrigation:

¶ 02 (a) Will he inform this House – (i) the total cumulative Capital Expenditure incurred by the Mahaweli Authority of Sri Lanka from its inception to 31.12.2025, separately by major schemes (A, B, C, D, H, L and R); (ii) the President under whose administration the Mahaweli Project was initiated and subsequently accelerated and the year in which such acceleration commenced; (iii) the annual revenue streams generated from irrigation charges, hydropower sales, land leases and other commercial activities, separately from year 2020 to 2025; (iv) the outstanding domestic and foreign debt attributable to Mahaweli projects, indicating currency, interest rates and maturity profile; (v) the current cost per hectare of irrigation maintenance; (vi) the comparison between such cost and actual cost recovery; (vii) whether any recent performance or forensic audit has been conducted; and (viii) if so, whether such report will be tabled in Parliament? (b) If not, why?
