¶ 05 (b) (i) Required provisions for physical resource development of these hospitals will be provided through “Provincial Development Provisions” based on prioritized needs. (ii) Consultants currently serving: - Mutur: 03 - Kinniya: 05 (iii) When recruiting to fill cadre vacancies, they will be completed based on the service needs and priorities of hospitals in the province. We are recruiting nursing officers; while the entire cadre cannot be completed at once, additional numbers will be provided. (iv) Reasons for not taking Mutur and Kinniya Hospitals under the Central Government: As per the Thirteenth Amendment to the Constitution, except for teaching hospitals and hospitals established for special functions, the establishment and maintenance of local hospitals, maternity homes and dispensaries fall under Provincial Councils. Mutur and Kinniya are base hospitals providing secondary care and therefore there is no legal basis to take them over to the Central Government. We have about 80 base hospitals (A and B), almost all run under Provincial Councils. Only tertiary-level hospitals are under the Central Government, with a few more to be added.
