¶ 02 Speaker's Certificate

¶ 03 In terms of Article 79 of the Constitution of the Democratic Socialist Republic of Sri Lanka, I wish to inform that I have endorsed the certificates on the Bills titled “Samurdhi (Amendment)” and “Rubber Control (Amendment)” on 22 August 2025, and on the Bill titled “Gambling Regulatory Authority” on 03 September 2025.

¶ 04 Presidents’ Entitlements (Repeal) Bill: Determinations of the Supreme Court

¶ 05 I wish to announce to Parliament that I have received the Determinations of the Supreme Court in respect of the Bill titled “Presidents’ Entitlements (Repeal)”, which was challenged in the Supreme Court under Article 121(1) of the Constitution.

¶ 06 The Supreme Court has determined that no provision of the Bill is inconsistent with any provision of the Constitution and can be enacted by Parliament with a simple majority.

¶ 07 Further, the Supreme Court has rejected Petition No. SC/SD/29/2025 filed in this regard on the ground that the Petitioner had failed to comply with the mandatory provisions in Article 121(1) of the Constitution in invoking the jurisdiction of the Court.

¶ 08 I order that the Determinations of the Supreme Court be printed in the Official Report of today’s Proceedings.

¶ 09 Meetings of Committee on Parliamentary Business and Committee of Selection

¶ 10 There will be a meeting of the Committee on Parliamentary Business at 12.00 noon today, Tuesday, 09 September 2025, and immediately thereafter a meeting of the Committee of Selection, in Committee Room No. 7. All Members are requested to attend.

¶ 11 Auditor-General’s Report

¶ 12 In terms of Article 154(6) of the Constitution of the Democratic Socialist Republic of Sri Lanka, I lay on the Table Part V of the Second Category and Part IV of the Third Category of the Auditor-General’s Report for the financial year 2024.

¶ 13 Papers Presented

¶ 14 Ordered that the Note on Supplementary Allocations from the Development Work Programme under Expenditure Head No. 240 of the Department of National Budget for the period from 01.07.2025 to 31.07.2025, in terms of Section 6(1) of the Appropriation Act, No. 3 of 2025, lie upon the Table.
