¶ 01 Hon. Speaker, the reply is as follows:

¶ 02 (a) (i) Yes. In the Pottuvil Division, several fishery buildings were constructed/renovated after the tsunami through the Department of Fisheries and Aquatic Resources and other agencies. Some buildings were given directly to fishers’ societies, some to cooperative societies, some to individuals, and some remain unused while others are in proper use.

¶ 03 Examples currently in use by fishery organizations: 1. Kalappukattu Rural Fisheries Organization – Multi-purpose Building, Kalappukattu, Pottuvil – 15 (NECDEP) 2. Urrani Rural Fisheries Organization – Eco-Tourism Centre, Urrani, Pottuvil – 25 (CCD)

¶ 04 Buildings given to fishers’ cooperatives and in current use: 1. GS Divisions P20, P21 and P27 Cooperative Society – Multi-purpose Building, Hithayapuram, Pottuvil – 21 (NECDEP) 2. GS Divisions P20, P21 and P27 Cooperative Society – Eco-Tourism Centre, Hithayapuram, Pottuvil – 21 (CCD) 3. Komari Cooperative Society – Multi-purpose Building, Komari – 02 (ICEDA)

¶ 05 Buildings given to fishers’ cooperatives but not currently in use: 1. United Deep Sea Cooperative Society – Multi-purpose Building, Pasichena, Pottuvil – 18 (ICEDA) 2. Kathiriya Cooperative Society – Office Building, Pasichena, Pottuvil – 18 (ICEDA) 3. Kathiriya Cooperative Society – Multi-purpose Building, Chinna Ulla, Pottuvil – 18 (NECDEP) 4. Arugamkuda Fishers’ Cooperative Society – Multi-purpose Building

¶ 06 Buildings given to the Small-scale Fishers’ Federation (not under the Department): 1. Small-scale Fishers’ Federation – Multi-purpose Building, Urrani, Pottuvil – 25 2. Small-scale Fishers’ Federation – Multi-purpose Building, Jalaldeen Square, Pottuvil – 04

¶ 07 Of the Department-related facilities in Jalaldeen Square: - Cold Room Building – Jalaldeen Square, Pottuvil – 04 (GTZ) - Ice Production Factory – Jalaldeen Square, Pottuvil – 04 (ICEDA)

¶ 08 The cold room building was handed to the Sri Lanka Army by the Pottuvil Divisional Secretariat in 2016. The ice factory on the Pottuvil Fisheries Complex premises is damaged and non-functional. Documents have been submitted to the Divisional Secretariat to take over and restart these facilities under the Department.

¶ 09 For non-functional buildings, we can discuss with the Divisional Secretariat to consider making them available for public use thereafter. Some buildings mentioned are not under the Ministry nor provided by the Department; these matters should be discussed with the Pottuvil Divisional Secretariat to decide on public use.

¶ 10 (b) (i) Yes, where appropriate, after consultations with the Divisional Secretariat. (ii) For Jalaldeen Square facilities constructed by the Small-scale Fisheries Federation, that federation had responsibility; however, some are presently non-functional. (iii) This can be discussed at the Divisional and District Coordinating Committee meetings to arrive at an appropriate solution, including alternative land allocations if owners are identified.
