¶ 03 (a) (i) Preschools in the Kilinochchi District are not maintained by the Civil Security Department; they are maintained by the Early Childhood Development Authority under the Northern Provincial Council.

¶ 04 The Civil Security Department has recruited female Civil Security Guards as preschool teachers, paying their salaries and allowances, and has assigned them to those preschools.

¶ 05 (ii) The Civil Security Department does not maintain preschools in that district.

¶ 06 (iii) Number of preschool teachers: 228. Monthly salary and allowances paid (per officer) for a Female Civil Security Guard: Rs. 62,313.00 Total monthly salaries and allowances paid: 228 x 62,313.00 = Rs. 14,207,364.00

¶ 07 (b) (i) Not applicable. (ii) Not applicable. (iii) Not applicable. (iv) The Civil Security Department does not provide uniforms.

¶ 08 (c) (i) Yes. (ii) After the end of the war, under the development programme in those areas to uplift children’s education, Tamil young women qualified from those areas were recruited as preschool teachers for the preschools started under the Northern Provincial Council, and for their administrative supervision they were attached to the Civil Security Department by the then Government. Accordingly, only the administrative supervision (including payment of salaries and allowances) of those teachers is carried out by the Civil Security Department. No preschool under the Northern Provincial Council is administered by the Civil Security Department.

¶ 09 Under the restructuring process of the Civil Security Department, all such teachers presently serving as preschool teachers across the island are to be re-assigned to the respective Provincial Councils where they are serving.
